Clamp down on scrapyards to stop thefts

I have read with growing alarm and frustration about theft of valuable parts from railway sites.
Apart from the fact that these materials can be expensive to replace (if they can be) there is also the fact that items have been donated or groups have spent huge amounts of time recovering these parts only to see them stolen for scrap.
The answer is obvious
The problem lies with the scrapyards that will take any thing and not ask for identification etc.
I believe that the railway magazines should start a campaign to have the Government force scrapyards to record the identities of people bringing in the scrap along with vehicle number plates and show proof that the goods are theirs to scrap.
Simple logic dictates that if the material cannot be turned into cash then it is of no value to the potential thief.
Any scrap yard not keeping records would then find themselves charged with receiving stolen goods, ensuring the problem disappeared overnight.

I believe this is already supposed to be in place, however the situation needs policing, but is low on police agenga, too busy with 'other duties'.
